China has Achieved Customs AEO Mutual Recognition with 36 Countries and Regions

China has achieved mutual recognition of "certified operators" (AEO) with 36 countries and regions, and the export value to the above countries and regions accounts for about 45% of China's total export value.

AEO system is initiated by the world customs organization. It aims to certify enterprises with high law-abiding degree, credit status and security level through the customs and facilitate the customs clearance of enterprises. Customs of different countries can give each other qualified enterprises convenience through AEO mutual recognition. It is understood that when the goods of China's AEO enterprises are exported to countries and regions that have implemented mutual recognition, the inspection rate can be reduced by 60% to 80%, and the customs clearance time and cost can be reduced by more than 50%.

Customs information shows that in 2018, China and Japan signed a mutual recognition arrangement; Formal mutual recognition with Israel; Completed mutual recognition consultations with Mongolia, Kazakhstan and Belarus; Mutual recognition consultations are under way with more than 10 countries such as Malaysia, Serbia, Russia, Iran and Mexico. In China, the General Administration of Customs took the integration reform of customs and inspection as an opportunity to promulgate new enterprise credit management measures, realizing the full coverage of all kinds of participating enterprises' credit management in the international trade supply chain.

China's one belt, one road, and other countries along the way, will continue to recognize and negotiate with AEO. This will further support Chinese enterprises to "go global" and promote global trade security and convenience, the General Administration of Customs said. This year, the General Administration of Customs said that Iran will continue to actively promote the consultations with other countries such as Russia, Malaysia and other countries.
